Provincial Nominee Program (PNP): How It Works for Canada PR

The Provincial Nominee Program lets provinces and territories nominate people who meet their labour needs. A nomination through a stream linked to Express Entry adds 600 CRS points, which in practice leads to an invitation in a later round. Base streams work outside Express Entry, through a separate application to IRCC. Each province sets its own streams, language levels and rules, and they change often.

How does the PNP work?

  1. Choose a province and stream that matches your occupation, experience and ties to that province.
  2. Apply to the province, or submit an expression of interest if the stream uses one.
  3. Get a nomination if the province selects you.
  4. Apply to IRCC for permanent residence, through Express Entry or a separate application, depending on the stream.
  5. IRCC makes the final decision, including medical, security and criminality checks.

With 600 extra points, a nominated candidate is usually above the cut-off in the next provincial nominee round. That is why those rounds show cut-off scores above 700.

Quebec is not part of the PNP; it selects skilled workers through its own system. Ontario announced a redesign of the OINP in 2026, and other provinces update their streams often, so always read the province’s official page for the stream you want.

Do you need a job offer for a PNP?

It depends on the stream. Some streams are for workers with a job offer from an employer in the province. Others select candidates without a job offer, for example from the Express Entry pool, based on occupation, experience or a connection to the province.

PNP language requirements

Every stream sets a minimum language level, and some are lower than the CLB 7 needed for the Federal Skilled Worker Program. Many provinces also score or rank candidates, and language usually counts, so a higher score can help you get selected even when you already meet the minimum.

How to apply for a PNP from India

  1. Create an Express Entry profile and select the provinces you are interested in.
  2. Read the official pages of the provinces that fit your occupation, and register for any stream you qualify for.
  3. If a province nominates you through an enhanced stream, accept the nomination in your Express Entry account.
  4. Wait for an invitation to apply, then submit your PR application within 60 days.

Does a nomination guarantee PR?

No. A nomination makes an invitation very likely, but IRCC still checks your eligibility, documents, medical exam and background before it approves permanent residence.

Could PNP points change?

IRCC’s 2026 consultation on Express Entry reforms says it is considering changes to some CRS factors, including the points for a provincial nomination. This is a proposal, not a rule.

This guide is general information, not immigration advice. IRCC decides every application, and its rules can change.
